SAILING INSTRUCTIONS

1. RULES
1.1 This regatta will be governed by the rules of the 2009-2012 Racing Rules of Sailing (RRS), including U.S. Sailing prescriptions; the ORR rule for 2010; PHRF rules of PHRF NE for 2010; the equipment requirements applicable to a Category 2 Race in the 2010-2011 ISAF Special Monohulls and Multihulls and by the Notice of Race and Sailing Instructions for this regatta.
1.2 If there is a conflict between any rule in the RRS, the NOR, and the Sailing Instructions, the Sailing Instructions and any amendments will govern. This changes RRS 63.
1.3 RRS Part 2 will be replaced by The Steering and Sailing Rules of the International Regulations for Preventing Collisions at Sea, (COLREGS) between the hours of local sunset and sunrise, Part B.
1.4 Specific attention is directed to RRS Fundamental Rules 1.1 and 4.1.1 A boat of a competitor shall give all possible help to any person or vessel in danger. The responsibility for a boat’s decision to race or to continue to race, is hers alone.
Note: Boats are reminded to log positions and times when stopping to render assistance in compliance with RRS 1.1. A request for redress by a boat rendering assistance must be filed with the Race Committee as soon as possible after reaching port.
1.5 For the purposes of RRS 79 and ISAF Regulation 20, this Race is designated “Category A”.
1.6 For the purposes of RRS Rule 44, when an alternate penalty is appropriate, only the scoring penalty shall be taken. This changes RRS 44.
1.7 ORR rating rules requirements must be met by those yachts to be scored under ORR. PHRF-NE rating rules requirements must be met by yachts to be scored under PHRF-NE .
1.8 RRS Rule 51 is changed to permit moveable water (only) ballast in the Double Handed Division so long as the boat's rating certificate incorporates that fact.
1.9 Boats shall monitor VHF 20 for Race Committee communications during the start.
2. CHANGES TO SAILING INSTRUCTIONS
2.1 Any changes to these Sailing Instructions will be in writing and posted on the SHYC Race Bulletin Board located inside the Club entrance. Copies of any changes will be given to participants at the Captains Meeting, Thursday, July 22, 2010 at 1600EDT. In the event of conflict between these SI's and the NOR, the SI's govern.
3. DIVISIONS
3.1 Divisions and Subdivisions, if any, will be assigned on the Scratch Sheets which will be distributed at the Captains’ meeting 1600, July 22, SHYC Clubhouse.
The Corinthian Race Committee will have complete authority to determine the suitability of entrants for a Division, to assign entrants to a Division at its discretion and to separate Divisions into Subdivisions as it deems necessary. No minimum number of boats are required to constitute a Division. This changes NOR section 5.1.
3.2 Yachts may be assigned to Divisions as follow: ORR Racer, ORR Cruiser/Racer, PHRF Racer, PHRF Cruiser, ORR Double-handed.
3.3 NOR 5.1.2 amended to read: ORR Racer/Cruiser, no symmetrical spinnaker allowed. One asymmetrical may be carried, but can only be tacked on deck or to a permanently mounted fixed or extendable bowsprit (no spinnaker pole allowed with asymmetrical spinnakers.)
4. DIVISION FLAGS
4.1 Division Flags for the Rule 26 starting sequence will be the numerical signal pennant for that Division or Subdivision as shown on the Scratch Sheet.
4.2 At the Start, boats shall display their Division pennant from their backstay or starboard signal halyard until after crossing the Start Line.
5. THE START
5.1 The starting area will be approximately 1nm east of Watch Hill Light. The Start Line will be between a staff on the Signal Boat flying an orange flag and a staff flying an orange flag on the Pin Boat. The Signal Boat is MV Aphrodite flying a Race Committee (RC) flag. The Pin Boat is MV Galatea flying a RC Auxiliary flag.
5.2 The Start will be a RRS Rule 26 start. Class flag will be the Division Flag for the Division or Subdivision called. Flag signals will be supplemented by sounds as follow: Warning - gunshot; Preparatory - gunshot; One Minute - Long Horn; Starting - gunshot. There will be a ten minute interval (approximately) between the Warning signal for one Division and the Warning signal for the next Division starting. First Warning for Division One will be at 1100 hrs, July 23, 2010.
5.3 All competing yachts will sail under the Signal Boat’s stern not later than 1030 hrs. and announce their intention to race .
5.4 All boats must start no later than 30 minutes after the signaled Start for their Division or Subdivision. Boats starting after that time will be scored DNS. The Signal Boat will remain on station 30 minutes after the last Division or Subdivision is started.
6. RECALLS
6.1 The Race Committee will attempt to notify boats identified as OCS by announcing their sail numbers on VHF 20. Failure to receive such notification will not be grounds for redress. RRS 62.1(a) is changed accordingly.
6.2 A boat identified as OCS and failing to restart will be penalized, without a hearing, by having 60 minutes added to her Corrected Time. RRS 63.1, A3 and A5, are changed accordingly
7. COURSE AND FINISH
7.1 The Course shall be from the Starting Line, to Yellow Mark ODAS “44008” (Fl 4 W 20) at 40 30.0N / 069 25.88W. Thence to Yellow Mark “BA” (Fl W 10s whistle) at 40 49.125N / 069 00.016W. All marks left to port. Finish in Boothbay Harbor, Maine between two yellow inflatable marks placed about 75 feet apart, set 50 yards offshore from boathouse on Burnt Island Light (Fl R 6s with 2 W sectors) at 43°49’ 30.700”N/ 069°38’ 24.800”W, bearing of 107 deg M from Burnt Island Light. All competing boats are required to call the Race Committee on VHF 20 when approaching the Finish Line.
8. TIME ALLOWANCES AND SCORING
8.1 ORR yachts' corrected times will be calculated using ORR Performance Curve Scoring. PHRF-NE yachts corrected times will be calculated Time on Time. Course distance is 332 nm.
9. TIME LIMITS
9.1 Race Committee will not monitor finishes after 1000, EDT, Tuesday, July 27, 2010.
Race Committee recommends that all boats not finished by that time terminate racing and proceed to Boothbay Harbor as quickly as possible. However, if a competing yacht chooses to complete the course, she may take her own time when abeam of Burnt Island Light and the Race Committee shall record her time.
9.2 Boats abandoning the race shall notify the Race Committee at Boothbay Harbor (703) 795-8370 or
(207) 633-5750 and/or VHF 20.
10. CANCELLATION OR POSTPONEMENT
10.1 Any cancellation or postponement of the Race will be announced on VHF 20 every ten minutes from 0900 to 1100 on July 23. Additional information will be available from the SHYC clubhouse (860)535-0112 begin_of_the_skype_highlighting (860)535-0112 end_of_the_skype_highlighting.
11. PROTESTS
11.1 Protests must be lodged, in writing, with the Race Committee within one hour of the protester’s reaching port in Boothbay Harbor. The RRS rule violation being protested must be specified. The penalty for breaking a rule shall be at the discretion of the Protest Committee and may include time added to a boat’s corrected time or disqualification. A Protest Committee will be assembled upon receipt of the written protest. The race will not be scored until the protest is resolved.
12. SPECIAL LIMITATIONS AND REQUIREMENTS
12.1 Each boat is required to carry an I-TRACK system, supplied by the Organizing Authority, to provide real-time tracking information throughout the race.
This is a safety item and shall not be turned off while racing.
12.2 During the race, contestants may not receive weather, current or navigational information except from a public, non-fee source available to all contestants.
13. MANDATORY STONINGTON CHECK- IN AND CAPTAINS MEETING.
13.1 Each Captain or his/ her designee, (designated in writing signed by the Captain) shall report to the Committee Office at Stonington Harbor Yacht Club no later than 1530 EDT, Thursday, July 22, 2010.
13.2 The Captains' meeting will at 1600 hrs, EDT, Thursday, July 22. Two (only) crew members from each boat are required. Scratch Sheets and any changes to the Sailing Instructions, or Division assignments and other race related questions will be announced and will be posted on the Stonington Harbor Yacht Club Race Bulletin board by 2000 hrs, July 22, 2010.
14. AWARDS
14.1 The Award Ceremonies will take place at Boothbay Harbor Yacht Club at 1630, Tuesday, July 27, 2010. The following trophies will be awarded :

1. ORGANIZING AUTHORITY AND SPONSORS
The Organizing Authority (“OA”) is The Corinthians Stonington to Boothbay Harbor Race Organizing Committee of the Corinthians Endowment Fund.

2. DESCRIPTION
The race will start from a starting line about 1nm east of Watch Hill light and finish in Boothbay Harbor , leaving Nantucket Shoals and associated buoys as described in the Sailing Instructions, to port. Handicapping distance is approximately 332nm or as specified in the Sailing Instructions. The starts may be postponed if unusually heavy weather is predicted. The Corinthians Stonington to Boothbay Harbor Race is an ISAF Category 2 race. The description of this category is for a race of extended duration along or not far removed from shorelines, where a high degree of self-sufficiency is required of the yachts but with the reasonably probability that outside assistance would be available for aid in the event of serious emergencies.
3. RULES
a. The Race will governed by:
ISAF Special Regulations Governing Offshore Racing for Monohulls and Multihulls, including the US SAILING prescriptions, as changed by the NOR.
b. RRS Part 2 will be replaced by Part B, the Steering and Sailing Rules, of the International Regulations for Preventing Collisions at Sea (COLREGS) between the hours of local sunset and local sunrise.
c. For purposes of Rule 44 RRS, when an alternative penalty is appropriate, only the Scoring Penalty shall be taken. This changes RRS 44.
d. The Sailing Instructions may change any of these documents as permitted by the RRS. It is the intention of the OA to post the Sailing Instructions on the Race web site by July 1, 2010.
e. The Sailing Instructions will permit the Compliance Committee and the Protest Committee to grant time allowances and to assess time penalties in lieu of disqualification.
f. The Protest Committee will be appointed by and will report to the Organizing Authority.
g. Advertising will be limited to ISAF Category A in accordance with ISAF 20.3.

4. YACHT ELIGIBILITY AND SAFETY REQUIREMENTS
4.1 Yachts eligibility
4.1.1 Yachts must be single-hulled sailing vessels, of not less than 32.0 LOA with inboard auxiliary power manned by a captain and crew (minimum of two) who have demonstrated and documented recent competency in offshore yacht racing or passages. Moveable ballast or canting keel yachts are not allowed. Advertising will be restricted to Category A in accordance with ISAF Regulation 20.
4.1.2 Yachts must meet the Hull Construction Standards of ISAF Offshore Special Regulations 3.03.1 and 3.03.2. Substantial compliance with the requirements of the American Bureau of Shipping (ABS) Guide for Building and Classing Offshore Racing Yachts is required. Either an ABS certificate, ABS compliance noted on a rating certificate or a declaration in writing by the designer, builder and where applicable the structural engineer is required. The Committee may consider the qualification of a yacht by virtue of its offshore history and/or survey.
4.2 Crew eligibility and responsibility
4.2.1 The term Captain as used in this Notice of Race means the person, whether or not the owner of the yacht, who is designated on the entry for as “Captain” and who is the person In Charge of the yacht during the race. The Captain is responsible for the yacht, its handling and safety, the conduct of the crew before and after, as well as during the race, and compliance with the Notice of Race and the Sailing Instructions.
4.2.2 Captains must be current members of US SAILING or their National Authority.
4.2.3 Completion of an Offshore Experience Form is required for Captain, Navigator and Watch Captains.
4.2.4 A minimum of 30% of all crew members including at least two (2) of the following(Captain, navigator, port and starboard watch captains) shall have attended
an ISAF or US SAILING sanctioned Safety at Sea seminar within five (5) years prior to the start of the race.
4.2.5 All yachts must submit crew lists that include the Captain and all persons aboard while racing. These must include the ISAF Sailor’s Classification Code for each person aboard. Except for the owner, only one category 2 or 3 sailor may be aboard a yacht, and that person shall not steer except in a declared emergency situation. 4.2.6 An application for entry, available online at www.stoningtontoboothbayharbor.com must be completed and delivered along with a non- refundable Application Fee of $700 no later than July 15, 2010. This will also include an offshore experience form. A Crew Information and Waiver Form will be part of the Race Entry package. These forms must be completed, signed and returned by each crew member, including the Captain, before an entry is complete.
4.3 SAFETY REQUIREMENTS
4.3.1 All yachts shall comply with the ISAF Offshore Special Regulations 2010-2011 for Category 2 events, including US SAILING prescriptions. Note that OSR 2.02 allows a yacht to be inspected at any time. If she does not comply with these Special Regulations her entry may be rejected, or she will be liable to disqualification or such other penalty as may be prescribed by the race organizers. The requirement of OSR 6.04.1 regarding Senior First Aid Certificate can be satisfied for this race by current American Red Cross Basic First Aid and CPR certifications. 4.3.2 ORR Stability Index (“SI”) shall not be less than 115.0.
4.3.3 The AIS transponder required by OSR 3.29.1 (n) is only recommended (not required) for this race.
4.3.4 OSR 3.14.6 is changed to allow ONLY lifelines of stranded stainless steel rope.
4.3.5 OSR 4.05.2 (FireExtinguishers) shall be satisfied by compliance with USCG requirements.
4.3.6 All competing yachts will be issued an I-Track system to provide real-time tracking information throughout the race. This is a safety item and shall not be disabled or turned off while racing.
5. DIVISIONS
5.1 The Corinthians Race Committee shall have full authority to determine the suitability of any for entry into any division and may divide the division into classes at its discretion. A minimum of five entries is required to constitute a division or a class.
5.1.2 Yachts will race in one of the following divisions: (In all classes whisker or spinnaker pole may be no longer than measured “J” unless so handicapped.)
* ORR Racer (sails limited to ORR rules)
* ORR Cruiser-Racer, no symmetrical spinnaker allowed. One asymmetrical cruising spinnaker may be carried but can only be tacked on deck or to a permanently mounted bowsprit (no spinnaker pole allowed with the asymetrical spinnaker, but may be used to pole out a headsail used in lieu of the spinnaker).
* PHRF Racer (sails limited to PHRF-NE rules)
* PHRF Cruiser. Only roller-furler headsails of not more than 135%LP, no spinnakers and no staysails except for cutters, when they are rated with working staysails.
* Double-Handed Division. The Double-Handed Division will be scored under ORR. Yachts competing in the Double-Handed Division shall submit a valid ORR certificate with Stability Index.
5.1.3 Yachts racing under ORR must have a valid ORR (Offshore Racing Rule) certificate, based on full or partial measurement. Handicaps may be obtained directly from US SAILING. An ORR yacht may elect to compete with or without a spinnaker, which must be reflected in the rating certificate. In all classes, whisker poles may be no longer than measured “J.”
5.1.4 Yachts racing under PHRF must have a current PHRF NE certificate (available online at http://www.phrfne.org ).
5.1.5 In the ORR Cruiser-Racer and PHRF Cruiser divisions, power winches may be used to hoist and trim sails. This modifies RRS 52. Note that this does NOT apply to the racing divisions, where RRS 52 remains in force. Mechanical and electro-mechanical steering devices may be used if required by safe navigation. Use must be logged and reported to the RC upon finishing for all but the double-handed use of these devices.
5.1.6 Yacht Eligibility
• ORR“L” shall not be less than 27.5 feet.
• The ORR GPH value shall not be less than (faster than) 520 seconds per mile based on the 2009 ORR Rule. (Note: The number associated with this limit will be adjusted to take into account changes in the 2010 ORR Rule when finalized.)
• LOA shall not be greater than 65.6 feet (20.00 meters).
5.1.7 For the Double-Handed Division, the Captain must be classified as a Group 1 competitor under the ISAF Sailor Classification Code. The crew member may be classified as either a Group 1 or Group 3 competitor under the Classification Code. Both crew members may steer while racing. This replaces ORR Rule 4.03 “Crew Limitations on Professionals.”|
5.1.7.1 There shall be only two crew members aboard double-handed yachts.
5.1.7.2 In double-handed yachts power-driven winches and furlers, mechanical and electro-mechanical steering devices are permitted; this modifies RRS 52. Yachts will sail in full compliance with RRS 51, except RRS 51 is modified to allow the moving of declared water ballast only. Rating certificates of yachts sailing with water ballast shall reflect this fact. All other movable ballast as defined by RRS 51 shall be subject to that rule.
6. MANDATORY STONINGTON CHECK-IN
6.1 Each Captain or his designee (authorized in writing, signed by the Captain) shall report to the Committee Office in Stonington not later than 1700 EDT on Thursday, July 22, 2010.
6.2 No yacht will be checked in until all required Entry forms have been submitted.
7. RATINGS AND SCORING
7.1 Valid rating certificates, ORR or PHRF as appropriate, should accompany the Entry Form. Rating Certificate revisions may be accepted after submission of the Entry Form at the discretion of the Race Committee, if accompanied by a $250 Administrative Late Fee. No revisions will be accepted after 1700 EDT on Thursday July 22, 2010.
7.2 The course shall be from a start off Stonington CTto Boothbay Harbor ME, leaving Nantucket Shoals and designated buoys to port. Calculated distance is approximately 332nm, subject to correction in the Sailing Instructions.
7.3 Time allowances for ORR yachts will be calculated using ORR’s Performance Curve Scoring. Time allowances for PHRF yachts will be time on time.
8. SPECIAL LIMITATIONS
8.1 During the race, contestants may not receive weather, current or navigational information except from a publicized source available to all contestants.
8.2 Subscription, password protected or restricted web pages and video images are considered private information and may NOT be used for the transmission or reception of specialized weather and current information. General use of the Internet and publicly available web sites to obtain weather and current information including all National Weather Service data is authorized. XM and Sirius Weather are specifically authorized in the interests of safety, but weather routing data developed specifically for this Race may not be received while racing.
9. CAPTAINS’ MEETING
9.1 The Captains’ Meeting will be held at 1600 EDT on Thursday July 22, 2010. Two (and only two!) crew from each yacht are required to attend the Captains’ Meeting. Location of the Captains’ Meeting will be provided at the Stonington check-in.
10. LIABILITY RELEASE
10.1 The Corinthians, Stonington Yacht Club and Boothbay Harbor Yacht Club bear no responsibility for accidents, damage or injuries to yachts or their personnel arising from any cause during the race or related activities. The Captain’s responsibility is as set out in the ISAF Offshore Special Regulations and as defined on the entry forms.
11. PRIZES
11.1 A Prize Giving Ceremony is scheduled at 1600 EDT, Tuesday, July 27, 2010. Yachts still racing at 1000 EDT on that date should terminate racing and come to Boothbay Harbor as soon as possible.
11.2 Class prizes will be awarded for up to the first three places on corrected time in each class, depending on the number of yachts in that class. No class will be started with less than five entries.
11.3 The following Division Trophies will be awarded for first place in Division on corrected time:
